Enrolment Terms and Conditions

Under 18 Years of Age

If you’re under 18 and want to join any of our paid programmes, you must submit a duly signed consent form from your parent or legal guardian. You can obtain this form here please complete this form and send via email to institute@tupuora.co.nz.

TupuOra Institute of Learning (TupuOra) cannot enrol any 15-year-old as an Ākonga, unless you have a current exemption from the Ministry of Education as per Section 39 of the Education and Training Act 2020.

Identity Documentation

Please upload a clear photo of the original document, either your passport, birth certificate, or marriage certificate, to the system. Ensure that all details on the certificates or passport are legible. If uploading a birth or marriage certificate, it must be the full A4 size version. Students who wish to enrol using their married name must upload either both their birth and marriage certificates or their passport.

Citizenship & Residency Status

“New Zealand Citizen” includes citizens of Tokelau, the Cook Islands, and Niue.
Tick “Other” only if you are within one of the following categories (and specify which category on the Enrolment Form):

  • a person with the diplomatic status (“Diplomat”) or a Diplomat;
  • part of a scientific programme under the Antarctica Act 1960 (“Scientist”);
  • in New Zealand under an exchange scheme approved by the government (“Exchange Student”);
  • a person with refugee status (“Refugee”);
  • a person who is military personnel or a family member of that person;
  • a dependent of any foreign student who is supported by a scholarship funded by NZAID (“NZAID Dependent”).

If you are unable to tick any of the boxes, you are considered an International Student and must complete an International Application instead. If you select NZ Permanent Resident residing in New Zealand, TupuOra requires a verified copy of your Residency Visa. Please note that the description of a domestic student may change; therefore, it is advisable to consult with the TupuOra Institute of Learning (TupuOra) Registry Administrator if any uncertainty arises.

National Student Index (NSI) Number

Every ākonga in New Zealand is allocated a unique identifier called a National Student Index Number, which is stored in the National Student Index (NSI) on the Ministry of Education’s national database.

Your name, date of birth, and residency entered on this application will be matched with your National Student Number to confirm your identity.

Completing Assessments in Te Reo Māori

You have the right and decision to be assessed in Te Reo Māori and will not face any disadvantages unless the assessment’s requirements and learning outcomes necessitate completion in a different language.

Recognition of Prior Learning

Recognition of Prior Learning (RPL) is when you apply to TupuOra Institute of Learning (TupuOra) to credit your prior learning towards the qualification you are enrolling in at TupuOra. Your prior learning may be from courses studied at TupuOra or elsewhere, or may be from your life experience, or on-the- job training. If you tick “yes”, please request a Recognition of Prior Learning Application Form from TupuOra. TupuOra will decide if your application for RPL is successful. There may be an administration fee for this.

Additional Information

TupuOra Institute of Learning (TupuOra) aims to make sure you are studying at a level you are prepared for. To achieve this TupuOra needs you to provide some information about your qualifications, or achievements and experiences when you send in your application form.

Resource Capability

Upon completing and submitting the Enrolment Form, you agree to:

  1. Follow the utilisation guidelines of our Learning Management Systems (LMS) and adhere to the terms of service outlined on platforms used within your programme.
  2. Comply with instructions from Pūkenga to establish a secure online learning environment, prioritising the privacy of ākonga in a digital setting.
  3. Adhere to any program-specific instructions and delivery requirements.
  4. Acknowledge your responsibility for meeting the following requirements in preparation for the programme:
    — Have a suitable device for online learning, such as a laptop, tablet, or PC.
    — Ensure your device has an internal or external speaker, microphone, and camera for participation in online classes.
    — Maintain a stable internet connection essential for streaming videos and participating in interactive learning forums.
    — Access relevant software and apps, including Zoom, Teams, Webex, and Google, installed and accessible.

Fees

After receiving a Confirmation of Enrolment Letter, you must pay all fees before the Early Withdrawal Period ends, unless waived by TupuOra Institute of Learning (TupuOra). Failure to pay by the due date may result in enrolment cancellation. If you stop attending classes, you must submit a Change of Enrolment form within the withdrawal period. If you haven’t paid fees and withdraw after the withdrawal period, you’re still responsible for those fees.

Ākonga can choose one of the following options for payment of Ākonga fees directly to the Public Trust using details given to them by TupuOra, which include:

  • Deposit fees into the Public Trust bank account using the account information on the first page of the student acknowledgement form.
  • Use a pre-coded bank deposit slip.
  • Pay by credit card.
  • StudyLink payments can also be paid straight to the Public Trust, by TupuOra instructing StudyLink to make payments direct to the trust account by providing StudyLink with TupuOra’s Ministry of Education 4-digit number and the Public Trust’s bank account details, Public Trust 02 0536 0305865 01.

Anyone can pay your fees on your behalf (e.g. your employer) but if they fail to do so then you are still liable to pay all fees. If someone else is to pay your fees, please provide their contact details with your Enrolment Form so that we may contact that person to confirm payment.

If you are enrolling in a qualification that takes more than one academic year to complete, you must enrol on a yearly basis and fee information for each year will be available before you enrol.

If you have any problems paying your fees, please contact TupuOra to see if there is anything that can be done to help. You must also pay all debt collection costs incurred by TupuOra in recovering any unpaid fees from you.

Eligibility for Student Loan and Allowances

TupuOra Institute of Learning (TupuOra) does not assume responsibility for your entitlements with StudyLink. It is your responsibility to independently verify whether you are eligible for Loans & Allowances through StudyLink before enrolling.

Fees Free

If you’re using fees-free and later become ineligible, or if you haven’t withdrawn on time to get a refund, you agree to pay all fees to TupuOra Institute of Learning (TupuOra), including tuition, compulsory fees, and student services levy. Even with fees-free, you agree to pay any other applicable fees like course materials or late fees. Make sure you understand the Fees Free terms before enrolling.

Studylink

If you are paying your fees by Student Loan, please organise this well in advance to allow time for processing and approval by StudyLink. Your fees must be paid before the 10% cut-off date of your programme of study or TupuOra Institute of Learning (TupuOra) reserves the right to cancel your enrolment.

If you are refused a Student Loan you must still pay all fees in full, unless you withdraw in the manner required by TupuOra within the relevant TupuOra Refund Period (before 10% of your programme has elapsed). Please contact StudyLink if you have any queries regarding recent changes to eligibility of loans and allowances.

Work and Income New Zealand (WINZ)

If you are paying your fees by Training Incentive Allowance (TIA), you are applying to Work and Income New Zealand (WINZ). TIA Application Forms are available from WINZ.

You need to contact us about your TIA Application Form, so that we can verify your study details. If you receive a TupuOra Confirmation Letter, TupuOra will send an invoice to you, which you need to give to WINZ with your TIA application for payment.

WINZ will then advise you how much of your fees they are prepared to pay (if any). You may wish to apply to StudyLink to pay any difference. Please organise this well in advance to allow time for processing and approval by WINZ. You must make your own enquiries with WINZ, but please don’t wait until your enrolment has been confirmed.

If you are refused a TIA you must still pay all fees in full unless TupuOra receives your completed signed Change of Details/Change of Enrolment Form within the relevant TupuOra Refund Period (before 10% of the programme has elapsed).

Withdrawing from a Programme

You have the option to withdraw from your programme at any time following confirmation of your enrolment. There are two types of withdrawals:

  • Early Withdrawal: This occurs when an Ākonga withdraws within the first 10% of the programme’s duration (the Cut-Off Period), up to a maximum of 30 days.
  • Withdrawal: This happens when an Ākonga withdraws after the Cut-Off Period.

If you no longer wish to continue with the programme, you can opt for an ‘early withdrawal’.  TupuOra can only process your withdrawal from a programme upon receipt of a signed letter or email stating your intention to withdraw from the programme you initially enrolled in.

If you withdraw early, you will not incur any fees, will not have your results recorded, and will not have any funding claimed. If you withdraw early during the Cut-Off Period, you are entitled to a refund for fees you have paid. However, if you withdraw after the cut-off date, you will be responsible for any outstanding fees, your completed results will be recorded, and funding will be claimed against your enrolment.

Refunds

To qualify for a refund, you must initiate your withdrawal before the early withdrawal cut-off date. Upon meeting this condition, you may receive a refund; however, please note that your academic results will not be recorded. No refunds will be considered after the finish date of the programme, except in exceptional circumstances or if the programme is cancelled.

Ākonga Privacy and Information Protection

At TupuOra Institute of Learning (TupuOra), we prioritise the protection of your information and privacy, ensuring strict compliance with all relevant laws and policies, particularly those concerning online platforms.

Your personal information will remain confidential and will not be disclosed to any third party unless explicitly permitted in the Terms and Conditions of Enrolment, and only upon receiving your written consent or attestation.

Any recording and/or utilisation of Ākonga for audio or visual purposes must receive prior approval from senior management and adhere strictly to the TupuOra Institute of Learning Privacy Policy.

Furthermore, please note the following regarding the use of Photos/Video/Statements:

  • Photos may be utilised in promotional materials across both print and electronic media, including websites and social media platforms. These photos may be subject to editing or formatting for various purposes.
  • Video footage may be edited and subsequently published online.
  • Recordings may be edited and published online.

We respect your privacy, and the personal details you provide will be securely stored by TupuOra Institute of Learning. You retain the right to access and request corrections to your personal information. Additionally, you have the right to request, in writing, that TupuOra cease the use of your Photos/Video/Statements.

By submitting this Application for Enrolment form, you also consent to receiving electronic communications from TupuOra, including surveys, marketing materials, and information about third-party goods and services.

By completing the Enrolment Form, you acknowledge that you have read and understood the ‘Terms of Use’ outlined above.

Acknowledgement and Declaration

It is important that you read and understand the Terms and Conditions, the Enrolment Form Guidelines, and the Enrolment Form before signing and sending the Enrolment Form to TupuOra Institute of Learning (TupuOra). This is because when TupuOra receives your Enrolment Form you have a contract to study the programme selected on your Enrolment Form (subject to your right to withdraw as stated in this Guide and Enrolment Form) if TupuOra sends you an enrolment Confirmation Letter. Furthermore, TupuOra may, if TupuOra alone decides, by letter, end your enrolment if TupuOra does not receive payment of the fees by the cut-off date of your programme, unless TupuOra has alone decided to waive this requirement.

Additionally, in some programmes selected by TupuOra, TupuOra must be satisfied that you intend to complete the programme. If TupuOra is not satisfied, TupuOra may, at its sole discretion, by letter, end your enrolment.

If you are under 18 years old when you sign the Enrolment Form you will also need a parent/guardian to sign your Enrolment Form. If a guardian signs this form, then the guardian agrees to pay your fees if required by TupuOra.
